The Regional Emergency Management Organization is responsible for providing a prompt and coordinated response to emergencies that occur within its jurisdiction. "Emergency" means a present or imminent event in respect of which the municipality believes prompt co-ordination of action or regulation of persons or property must be undertaken to protect property or the health, safety or welfare of people.

The Emergency Management Act is Nova Scotia's emergency management and emergency powers legislation. It establishes the rules for managing emergencies in Nova Scotia and requires municipal governments to have emergency plans. In accordance with the Act, Annapolis County municipalities (Towns of Annapolis Royal, Bridgetown, Middleton and the County of Annapolis) enacted a bylaw which would provide for a joint and coordinated response to local emergencies within Annapolis County.
